Michael Coogan is a sworn Deputy Sheriff (Reserve) and TLO with the Maricopa County Sheriff’s Office and a seasoned technology executive with more than 25 years’ experience in domestic and international sales. He has built sales teams for start-ups that led to acquisitions and successful integration into the acquiring companies. He has worked for IBM as their SME for Public Safety within the i2 Industry Solutions Group and also worked as Business Development Director for NC4.com. Coogan was elected to the President role in 20145 after helping as the LE at Large role last year. He is passionate about the TLO program and expanding Arizona’s TLO leadership around and outside the state.

John Ferry is a Captain with the Scottsdale Fire Department. John works a field position as a first responder on an engine company, in addition to this he is a Terrorism Liaison Officer. John previously served 26 years with the Fire Department of New York (FDNY) before coming to Arizona. John is an inaugural member of the Center for Terrorism and Disaster Preparedness, a planning arm of the FDNY. He has a background in Hazardous Materials, Intelligence and Emergency Management. He has assisted in planning and executing large scale drills for disaster response. John is one example of the All Hazards approach the ACTIC has in providing security to Arizona. John is the Fire Department Association President representative for 2016-2017 for the AZTLOA. He has been on the board of two different charities that worked in assisting families of public safety personnel who lost their lives in the line of duty.

Deborah has been a deputy sheriff with the Maricopa County Sheriff’s Office for over 20 years. Some of Deborah’s accomplishments have been the first female public information officer and first female hostage/crisis negotiator. She received the Medal of Meritorious Service Award for helping with the relief efforts from Hurricane Katrina, along with numerous Unit Citations.
She has worked as a detective to the Counter Terrorism Division and liaison to one of the nation’s largest nuclear plant, by facilitating training, planning drills, and law enforcement investigations. Deborah also worked as a training coordinator and liaison to the many government agencies in the state, and in her current assignment she travels the country extraditing prisoners back to Arizona. In addition assist in programs for AzPOST Arizona Police Officers Standard and Training Board new program for the recruitment of diversity in Law Enforcement.
In her spare time she volunteers for Soroptimist International, a professional women organizations for charity and global voice for women and girls.

Robert is a Captain for the Northwest Fire/Rescue District (NWFD) and has been in the fire service for 27 years. As a Hazardous Materials and Technical Rescue Technician, he is currently assigned to the Hazardous Materials station. He is the coordinator within Special Operations for the Tucson Metropolitan Medical Response System (TMMRS) and Major Medical Task Force (MMTF). Past experiences include the coordinator within NWFD for the Tucson Urban Area Security Initiative (TUASI), co-chair for the TUASI Training and Exercise subcommittee and was the Deputy Incident Commander for the TUASI Type 3 Incident Management Blue Team.
Robert completed the southern Arizona TLO course in 2010 and has since been working to incorporate TLO services within the department. Robert is readily available to assist any AZTLOA members in the Southern Region.

Clint has been an Officer with Cottonwood Police Department since 2009 and a TLO since 2011. Four years of this time have been spent as a dual employee of both Cottonwood Police Department and Cottonwood Water/Wastewater addressing issues pertaining to critical infrastructure and key resources in the Verde Valley area.

James has served as a law enforcement officer in Gilbert for over 18 years and served in many positions within the Gilbert Police Department. Prior to law enforcement, James served as a United States Marine for 4 years. James represents the Central Region of Arizona, to include the metro Phoenix area and Maricopa County. James is available at all times to bring Central Region members’ issues or concerns to the AZTLOA.

Tom has been with Camp Navajo SECFOR since 2007, working his way to Deputy Chief / Director of Training. He became a TLO in 2013. As the Northern TLO Representative for the AZTLOA, Tom will provide immediate assistance to TLO functions in this region.

Steve works for the University of Arizona Police Department and has served on many committees through the ACTIC to include the ACTIC Executive Board. Steve is ready and willing to assist any AZTLOA members in the Southern Region and bring your comments and concerns to the Association

Josh Friedman has been in Arizona public safety since 1998. He started as a deputy sheriff working for Maricopa County Sheriff’s Office and then moved to the Gilbert Police and Fire Departments. He is currently assigned as a sworn police officer fire investigator. Josh has been a TLO since 2005 and has been active with all facets of the program. He and Detective CJ Wren decided to put together the AZTLOA in order to keep the comradery and networking that makes the TLO program work alive. Josh has put many hours and dollars into getting this association off the ground and can’t wait for it to grow and succeed.
